Carmen Horne-McIntyre

Position: Supervisor

Carmen began working with conservation districts in Wyoming in 2014 and has been involved with the Cody Conservation District since 2020. Her career path, spanning 25 years, has given her the privilege of serving communities in differing capacities, but always with a focus on watershed management, water quality and related resource concerns and issues. 

In speaking about conservation districts in Wyoming, she has this to say: Conservation districts serve a unique role in the matrix of resource management in that they operate at the local level and provide a local voice for the communities they serve. They have express authority to address resource management issues in cooperation with landowners, local, state, and federal agencies on private lands as well as state and federally managed lands. This intergovernmental cooperation provides a mechanism for districts to achieve their mission of developing, protecting, and conserving the natural resources that have shaped the heritage of Wyoming.
